Disability Arts International promotes both disabled access to the arts and also the work of disabled artists globally.  This organisation includes a directory of artists with disabilities, there are blogs and case studies and also lists disability art festivals throughout the EU.  http://www.disabilityartsinternational.org

Low Vision Art.  https://www.lowvisionart.org.  Barrie Goodfellow is an artist who is registered blind and deaf.

United Nations Draw Disability.  Back in 2014, there was a United Nations Draw Disability competition that had almost 3000 entries from young people and children drawing disability from 50 different counties.
